Main things of note are... Riot formally gave themselves the typical 'Best interests of the game' clause

The big, juicy one; the elimination of the Exempt Non-Resident (ENR) category. ENRs have to pick which region they are Resident of this split, and then they declare once again before next spring split. Biggest gain here is for TSM; Bjergsen, Santorin, and Lustboy were all ENRs. It's possible for all 3 to declare NA residency, thus freeing up 2 non-resident slots to replace Dyrus/Wildturtle with. I think that Keane was an ENR since he started for Curse Academy before the policy was implemented, so he can declare NA residency to free up a slot for Gravity.

TSM extended contracts anyway, Dyrus/Santorin until November, 2016 while other 3 - until November, 2018. And if they want to reduce amount of Koreans, it won't really help, because only Koreans/Europeans are playing in OGN/EU LCS outside of Beelzehan/Ryu, so they can return easily whenever they want.

For Keane, Gravity always could import 2 players, they simply chose not to. If a team only had one ENR, you could still import two players (Winterfox: Helios ENR + Imagine, Avalon NR, TIP: XWX ENR + Impac, Rush NR, Liquid: Quas ENR + Piglet, Fenix NR). It was a dumb loophole because if you had 2 ENRs, you could only use ENRs or Rs (TSM).

Depending on Regi's pockets, contract extensions just give him flexibility. It only adds the question of 'is Regi willing to pay for a guy to sit on the bench' if he ever starts wanting to make a change. What the extensions really ensure is that Regi gets a say in continuing the 'play for TSM or play for nobody' status of the contracted players. Strictly speaking, since there's no actual roster size cap (in terms of # of players an org can sign, not the declared roster for playoffs), the only limitation on the org's side is cash.
Edit: Oh yea, forgot about the 1 ENR clause for Gravity somehow. I always remembered it for Impulse/Liquid/TDK, but never Gravity. Not sure why.

You can still have 2 non-residents on your team. Plus I don't really understand it like you guys - from what I understand the only players who can choose which region they want to be are current non-exemt residents, whereas everyone else is under the old rule where they become residents after 2 years of playing in the region.

It doesn't. Only region with that amount of imports is NA, if people want to leave, they can do it freely even being non-resident of their home region.
Right now NA has 18 non-residents (well, Huhi is technically sub and Ninja will return, so let's cap it at 16). Imagine, if everyone before start of next season stays and becomes NA LCS resident and bring 20 more foreigners at worst.
NA talent will be capped at 14? Hilarious, I want to see it.

Everyone can, because there are no residents who were transferred from other region yet. It's like dexter can choose right now to be either EU resident or NA resident.
