Many korean netizens were complaining about 양학하러왔습니다 to be able to join OGN because Apdo and three others of his team were known elo boosters.
Jpak summarized it pretty good.

Since apdo and team served their ban, they are not prevented from participating."
Riot Korea also said, however, that they're discussing (T/N I think internally and with partners) a set of rules regarding incidents like the Monster Gaming elo boost incident, and that they will announce it in the near future.
Needless to say, this is a controversy among Korean netizens right now.
Apparently Apdo received a 1000 year ban and this will probably result that we will dont see him at OGN offline qualifiers. If his team gets DQ I am not sure.
Edit:
Riot stated that he is banned from Riot tournaments till Season 5 (2 years).

Hopefully Apdo becomes their proxy coach and they make it to OGN with their sub.

also with the elo boosting thing it seems that there has to be a bigger support network behind the actual players doing the boosting for the whole business to run. why not go after those guys more. in the lilballz case it seems garena turns a blind eye in terms of creating active countermeasures, but when a prominent player is implicated they have to hand out harsh punishment to pacify the public anger over the issue and appear as doing something about the problem.

elo boosting is no secret here in singapore. garena staff are aware and some use the services themselves

A 1000 year ban that seems slightly excessive.

This also means that Apdo will not be able to participate in IeSF 2013 in Romania.

it's pretty dumb lol if you're gonna ban for elo boosting you should ban half of the people on NA teams ~_~

Actually a lot of the pros in the NA/EU LCS were known for ELO boosting. It's just Riot only started actively caring this year so they get off the hook for free. It's terrible double standards and rather disgusting honestly.
